England faces a long road to recovery following an exceptionally dry spring and summer, compounded by consecutive record-breaking heatwaves. According to new data from the Environment Agency (EA), nearly three-quarters of England remains gripped by drought.

This crisis has been building over multiple seasons. A historic lack of winter rainfall—the critical period when groundwater reserves normally replenish—left the country's underground aquifers severely depleted before the summer heat even began. Despite some temporary relief from September rainfall, groundwater levels remain critically low, and reservoir storage across the country sits at just under 57%—about a fifth below typical levels for this time of year. Hydrologists calculate that all regions require roughly 120% of standard rainfall between now and April to fully recover. Wales and parts of Scotland are facing similar water scarcity pressures.

The prolonged dry spell poses immediate threats to agriculture, public water supplies, and fragile ecosystems.

Even under the Met Office’s most likely forecast—which predicts a wetter-than-average autumn driven in part by a strong El Niño pattern—regions like Devon, Cornwall, and East Anglia could remain in drought by spring 2027. Models also highlight a worrying one-in-four chance that roughly half of England will still experience dry conditions next spring, threatening a second consecutive year of agricultural restrictions.

While the upcoming shift toward wetter autumn conditions could aid drought recovery, heavy downpours carry separate risks. Sun-baked, compacted soil behaves like concrete; sudden, heavy rainfall cannot easily penetrate the ground to recharge aquifers. Instead, it runs off the surface, creating localized flash flooding.

Furthermore, the EA notes that rapid floodwater is difficult to capture for public reservoirs due to high sediment and debris levels. Water companies are expected to maintain tight conservation measures, including localized hosepipe bans, well into the winter. Nationally, this crisis is accelerating calls for long-term infrastructure investment, including new reservoir construction and upgraded transfer networks to move water from wetter northern regions to the drier south and east.
